摘 要:农村医疗保险是我国社会保障的重要组成部分。我国是一个农业大国，农业人口占全国总人口的比重超过50%，他们的生活状态和健康状况，关系着我国农村现代化进程的发展水平。因此，农村医疗保障制度作为构建我国新型农村社会保障体系的重要内容之一，受到我国政府的重视。然而，在农村坚定不移地实施广覆盖、低水平的医保政策过程中，看病难，看病贵的问题仍然存在，医保制度在实施过程中所存在的问题日益暴露。因此，我国仍需要加强对农村医疗保险问题现状的研究，促进我国农村医疗保险更好的发展。
本文立意于对我国农村医疗保险的研究分析，重点论述农村医疗保险存在的主要问题，从制度、政策、法律、资金等方面探讨农民看病难、看病贵的根本原因。然后，针对主要问题，通过结合相关的政策、有识之士的建议和自己的见解，提出相应的对策，希望我国农村医疗保险能够健康、持续地发展。除此之外，还要借鉴国外优秀的经验，通过对国外农村医疗保险制度和法律制度的分析，取其精华，找出它们的共性，提出适合我国农村医疗保险发展的对策，从而切实维护和保障广大农民的权益，积极拓展我国农村医疗保险的覆盖范围，提高我国农村医疗保障水平。

Abstract:The rural medical insurance is an important part of China's social security.China has a large agricultural population of the country's total population,accounted for more than 50%.Their living conditions and physical conditions are linked with the level of development of China's rural modernization process.Therefore,the rural medical security system as one of the important contents of the Construction of the new type of rural social security system,is of great importance to Chinese government.However,with the rural areas unswervingly carrying out the wide coverage and low levels of health insurance,the problems of medical treatment difficult and expensive persist,and the existing problems of the health insurance system are increasingly exposed.Therefore,China still need to strengthen the study of the rural medical insurance,and promote China's rural health insurance to develope better. This article is based on China's rural health insurance research and analysis,and focuses on the main problems of rural health insurance from the institution, policy, legal, funds and other aspects to explore the root cause of farmers seeing doctors difficult and expensive.Then, we can put forward corresponding countermeasures to make China's rural health insurance develope healthy through a combination of insight advice and our own views.In addition, we must learn from the outstanding foreign experience.We can absorb its essence through their system and legal.Then,we can find out their common and put forward countermeasures which is fit for the development of China's rural health insurance, so as to effectively protect the interests of the majority of farmers, and actively expand China's rural health insurance coverage, and improve the level of China's rural medical security.
