【摘要】私营企业主阶层及其政治参与问题，特别是其以人大为载体的政治参与，是当代中国社会结构和社会生活中发生的一件新事、大事，也是重大的理论和现实问题。浦江县是处于改革开放前沿、迈向富裕和谐现代化的强县，私营企业发展迅猛，私营经济在当地经济中已经形成“三分天下有其二”的局势，浦江县私营企业主阶层在政治、经济和社会等各个领域提出了独特的利益诉求，其政治参与体现了鲜明的地域特色，产生了深远的社会影响。
本文致力于以浙江省浦江县为研究区域，使用访谈法、文献研究法等社会研究方法，通过系统地梳理浦江县私营企业主阶层以人大为载体进行政治参与的现状与成效，由数据入手，深入分析浦江县私营企业主阶层以人大为载体进行政治参与中存在的问题及其深层次原因，研究其社会影响，并提出有利于进一步完善浦江县私营企业主政治参与的对策与建议，从而促使浦江县私营企业主以人大为载体进行的政治参与更加规范、有序和理性。

【Abstract】It is a great theoretical and realistic problem in Chinese social structure and social life that the political participation of private business owner ,especially the National People’s Congress as the carrier. Pujiang County has been that the modernized strong country, private enterprises developed swift and private sector of economy have more than two-thirds in local economy. As result, the interest demand of private business owner about politics, economy, society has been an issue.
In this essay, Zhejiang Province Pujiang County is survey region, combine with society research methods such as interview, questionnaire and literature searching to grope for the present situation and achievement. With the help of data, the essay will analyze the limitations of private business owners’ political participation by NPC members in Pujiang country and also the reasons of these problems. In order to improve the perfection of their political participation, this essay offer some suggestions and criticisms.

本文以浙江省浦江县为研究区域，致力于通过访谈法、文献研究法、问卷法等社会研究方法的综合运用，经过县人大常委办公室资料查阅、浦江县工业园区企业主人大问卷发放等方式，利实证数据研究浦江县私营企业主人大代表政治参与的现状与成效，存在的不足及原因。同时，结合新形势下的政治参与主体变化和特征，如何发挥政府在行政过程中的调控和整合能力等问题，得出未来私营企业主阶层政治参与的趋势、完善措施及对政府合理调节企业主阶层人大代表政治参与的建议，为促进浦江县私营企业主以人大为载体进行的政治参与更加规范、有序和理性贡献微薄力量。
