【摘要】温州市作为在改革开放和工业化快速发展的城市之一，吸引了大批外来务工人员来此务工。但是低微的职业地位、微薄的收入以及户籍的限制，导致温州市外来务工人员群体的住房问题十分突出。因此，本文选择温州市外来务工人员住房现状调查与研究作为研究课题，在研究外来务工人员住房的基本理论基础上，通过问卷调查和实地访谈等手段，系统分析了温州市外来务工人员的住房现状、问题，以及形成的主要原因，同时结合国内其他城市的优秀经验和政策制度，从外来务工人员保障体系的建设和外来务工人员住房开发这两大方面寻找解决问题的方法和建议，从而力求完善温州市外来务工人员的住房保障体系。

【Abstract】Wenzhou as one of the rapid development city in the reform and opening up, attract a large number of migrant workers to come here for working. But the humble occupation status, income and the household registration restrictions, cause the housing problem of group of migrant workers in Wenzhou city is very prominent. Therefore, the investigation and Study on the housing situation of migrant workers in Wenzhou city as the research subject, in the basic theory on the basis of the migrant workers housing, through questionnaires and field interviews and other means, systematic analysis of the housing situation, the problems of migrant workers in Wenzhou, as well as the main reason for the formation of combined with other city the excellent experience and policy system, from the construction of security system of migrant workers and migrant workers housing development these two aspects to find ways and suggestions to solve the problems, thus to improve migrant workers in Wenzhou housing security system.

在城市外来务工人员住房问题日益严峻的情况下，笔者选择温州市作为研究对象，温州作为改革开放浪潮中脱颖而出的城市，其吸引着上百万的外来务工者来此务工，选择其作为调研对象更具代表性。笔者有针对性地对温州市鹿城、龙湾、瓯海和温州经济乐清这四个地区通过发放200份问卷和实地访谈的形式进行调查。
本文的研究内容主要有以下四块：首先，笔者将对城市外来务工人员的住房进行概述。其次，通过对温州市的四个外来务工人员聚集区域进行问卷调查和实地访谈，对这些区域的外来务工人员住房现状进行定性和定量的分析。接着，结合温州市外来务工人员住房现状提出其所存在的问题，并分析其问题形成的原因。最后，针对原因并结合国内其他城市的优秀经验，提出解决温州市外来务工人员住房问题的对策建议。
希望通过本文的研究，一方面能将外来务工人员的住房问题化，从而引起政府相关部门的重视；另一方面，我们针对温州市外来务工人员住房现状提出了相应和建议与对策，希望对政府部门的决策有一定的参考价值。
