【摘要】产业集群是比较有优势的产业发展形式，是提高产业竞争力、促进产业升级的有效途径。目前，许多省市已将大力发展产业集群纳入地方政府的产业政策，这对促进区域经济发展，加快工业化和城市化进程无疑会起到积极的作用。但是，也存在地方政府在推动产业集群发展的过程中，忽视经济规律， 在工作指导上出现了失当和冒进的倾向。
本文主要是研究温岭政府介入泵业集群发展的行为分析。先介绍地方政府介入产业集群发展的意义，接着了解温岭政府为泵业发展所做的措施，再是对政府的举措进行研究，最后是发现问题并提出对策建议。当地政府在资金、科研、人才等方面的投入仍然欠缺，这些直接制约了泵业集群的升级发展。本文针对相关问题，在打造有序和谐的集群环境、扶持龙头企业的同时关注中小企业成长、鼓励科研创新、增加融资渠道等方面提出系列措施。

【Abstract】Industry cluster is a form of comparative advantages of industrial development and is an effective way to improve industrial competitiveness, promote industrial upgrading. Currently, many provinces and cities have been vigorously develop industrial clusters included in the local government's industrial policies, which promote regional economic development, accelerate the process of industrialization and urbanization will undoubtedly play a positive role. However, there are also local governments in the work on the guidance in the process of promoting the development of industrial clusters, ignoring the laws of economics, there has been misconduct and aggressive tendencies.
This paper is to study the behavior of the the Wenling government intervention Pump cluster development. First introduce the local government intervention in the development of industrial clusters, and then about Wenling Pump development measures made to study the effect of government action and, finally, identify problems and propose countermeasures. Local government investment in capital, research, talent is still lacking, which directly restricts the upgrading and development of the Pump cluster. Relevant issues, to create an orderly and harmonious cluster environment, support leading enterprises and concerned about the growth of SMEs, put forward a series of measures to encourage research and innovation, increase financing channels.

实践证明，有很多地方“打造产业集群”并没有取得预期的社会经济效果。有些产业集群在经历了短暂的上升发展后便呈现出成长乏力甚至衰退消亡的迹象。[1]这种情况下，人们对于目前的产业集群打造做法提出了疑问并进行研究。如何提升集群的竞争优势，规避各种风险，从而有效治理产业集群，以已成为学术界、企业界以及政府部门普遍关注的热点与实践工作的难点。伴随着产业集群的兴衰发展，众多国内外学者对产业集群进行了研究。
本文研究的重点是当产业集群面临优化、升级时，地方政府的行为效果研究，关键是找出优点发现不足，并提出合理的升级引导措施。地方政府根据地区产业集群发展状况，全面综合社会、文化、资源、历史、制度、区位等方面要素，分析区域集群发展中的政府作用。提出具有实践意义的政府政策，以合理引导产业及时的优化升级，紧跟全球化脚步，提高集群整体的市场竞争力，打造区域特色品牌，从而促进地区经济繁荣。
