摘要
“三进三同”是重庆市委于2009年5月推出的一套倒逼党员干部深入基层联系服务群众的措施，它要求机关干部“进村子、进基层、进农户与农民同吃、同住、同劳动”。推出这项措施一方面是为了密切加强干部与群众的关系，让群众深入了解党的政策方针，另一方面也希望机关干部了解现在农村的实际情况，农民的实际情况，从而从农民的立场出发，体察民情、了解民情，真正做到为人民服务。但是在实际的落实过程中，“三进三同”却没有达到预期的目标，其中存在的原因是多方面的，包括政策制定者的原因，政策执行着的原因以及人民群众自身存在的各种原因，这些都导致了“三进三同”实施中存在的问题。为了解决这一问题，需要各个方面的共同努力，这样才能使党和政府的政策真正的落到实处，使人民受益。
