摘要
农村大量剩余劳动力外出务工，使得越来越多的孩子成为了缺少父母关爱和照顾的留守少年。目前全社会的农村留守少年犯罪比例在逐年上升，而红河县留守少年的犯罪问题也尤为严重。其犯罪主要由当地的经济条件，现行的户籍制度，相关法律法规的落实情况，家庭教育导向功能的缺失，学校教育管理存在缺陷，社区功能发挥不足，不良文化侵蚀等因素导致。为了解决和预防好红河县农村留守少年犯罪问题：当地政府应积极发挥自身的管理作用，加快农村经济发展，减少留守少年数量；强化家庭教育和学校教育在预防农村留守少年犯罪工作中的作用；高度重视留守少年的心理健康问题；对留守少年实施有效的司法预防。以期成功达到预防红河县农村留守少年犯罪的作用，减少当地留守少年犯罪案件的发生并为红河县留守少年健康成长提供一个优良的环境。

Abstract
There are lots of surplus rural labors being forced to egress for work in Honghe County, which makes more and more junior become left-behind junior lacking of parental love and care. At present the whole society of rural juvenile delinquency ratio has increased year by year, and Honghe County’s juvenile crime problem remains particularly serious. The crime is mainly caused by the following factors such as local economic conditions, the current household register system, the implementation of relevant laws and regulations, the lack of family education guidance function, school education management defects, Community function deficiency and the erosion of the unhealthy culture and so on. In order to solve and prevent the County’s left-behind juvenile delinquency, the local government should play an active role in their management, accelerate the development of the rural economy, reduce the number of Left-behind junior; Strengthen the importance of family education and school education in the prevention of juvenile crime; Attach importance to mental health problems of Left-behind junior; carry out effective judicial prevention as for left-behind junior. By doing those can we successfully achieve the prevention of juvenile delinquency in Honghe County and reduce the local left-behind juvenile crime, providing a good environment for the healthy growth of the left-behind junior in Honghe County.
