摘要:政治参与是一个国家、一个社会成员的最普遍的行为。政治参与是现代民主政治的核心，是衡量政治现代化发展的重要标尺。在社会主义制度下，广泛和有序的中国公民政治参与是人民当家作主的表现，也是政治现代化的必要条件和根本保障。然而，在扩大公民政治参与的过程中，首先需要关注的是公民政治参与意识的问题。政治行动受政治意识的支配，积极的公民的政治参与意识能有效的推进公民政治参与。因此，了解我国公民政治参与意识的现状，分析造成其现状的原因，并提出相应的解决对策，以此来提高中国公民的政治参与意识，是树立正确的政治参与观，推动政治民主化发展，推进政治现代化发展的重要前提。

ABSTRACT:Political participation is the most universal behavior for a social member, even a country. It is the core of modern democratic politics as well as an important benchmark measuring the development of political modernization. Under the influence of socialist system, the universal and ordered civil political participation in China is a necessary condition and the fundamental guarantee for political modernization, which shows that people have become their own masters. However, we should pay attention to its sense at first in the process of expanding civil political participation. Action is dominated by sense, and positive sense of civil participation on politics is favorable toward promoting its process effectively. Therefore, analyzing causes from the perspective of the statue quo of civil political participant sense. Based on the analysis, the author tries to find out corresponding countermeasures, which is helpful to improve the sense of civil political participation in China. Then, it is the major premise to shape a correct outlook on political participation and promote the development of political democratization, and promote the development of political modernization.
