摘要：当前，我国正迎来经济与社会转型的关键时期，许多深层次矛盾和问题日益凸显，从而使各类群体性突发事件频频爆发，而农村由于历史积累下来的种种特殊原因，更是群体性事件激化的集中地。乡村群体突发事件是我国社会转型时期的人民内部矛盾的一种典型表现，一方面缘于历史遗留下来的弊端与难题，另一方面则与其他问题交织在一起，牵一发则动全身，如不妥善处理，将不仅是构建和谐社会的重大障碍，甚至会危害到全社会的稳定与发展。因此，处理好乡村群体性事件就成为我国社会和谐与经济发展工作的重中之重。本文试分析了乡村群体性事件的成因和危害性后果，并对现存问题提出了若干解决方法。

风险在很大程度上取决于应对风险的脆弱程度，在同样的危机面前，农村的应对能力远远低于城市，脆弱程度高是农村突发性群体事件易造成伤害的主要原因。农村突发性事件是我国社会转型期的产物，与农村地区管理和教育水平偏低有着必然的联系，因此更重要的是要加强制度建设，拓宽农民的政治参与渠道，加强基层治理体制建设，完善农村社会保障和土地制度，加强意识形态建设等等，如此一来，就能够在很大程度上减少导致事件爆发的不利因素。
群体性事件是社会活动过程中的必然产物，但是我们有理由相信只要我们做好管理和协调工作，这种问题的危害会大大减少。党和政府已将这类问题摆在了农村建设和经济发展的高度，并采取相应的措施纠正有可能激化群体性事件产生的诱因，使农民问题得到公平、合理、有效的解决，最终使社会的良性运转与和谐发展得以实现。
