摘要：医疗保障基金是保障职工基本生活的基础，是促进社会保障体制改革和完善医疗社会保障体系的要求，同时也是社会稳定的重要保障。因而对医疗社会保障基金的管理我们必须引起足够的重视。然而目前我国医疗社会保障制度还存在着很多不足，医疗社会保障基金的管理还存在较多的问题。基于此，本文首先说明了医疗社会保障基金管理的意义及重要性。其次，分析了医疗社会保障基金管理中所存在的问题以及出现这些问题的主要原因。最后，就存在的问题提出了相应的对策。这些措施对加强和完善医疗社会保障基金的管理有着现实的意义。

Abstract:Medical insurance fund is to protect the basic livelihood of employees based on the promotion of the social security system and improve the health requirements of the social security system, but also an important guarantee for social stability. Thus the medical management of social security funds must be taken seriously enough. However, the current social security system of medical care there is still much to be desired, the medical management of social security funds are still more problems. Based on this, this paper describes the social security fund management of medical significance and importance. Secondly, the analysis of medical social security fund management in the problems and the main reasons for these problems. Finally, there is the question put forward corresponding countermeasures. These measures to strengthen and improve the management of medical social security funds has practical significance.

目前我国医疗社会保障制度还存在着很多不足，医疗社会保障基金的管理还存在较多的问题。因此必须从建立有效的预算、绩效考评机制，扩大医疗社会保障的覆盖面，同时促进基金的保值、增值，建立健全监督机制和加强医疗保障法制建设等方面来完善医疗社会保障基金制度，加强医疗社会保障基金的管理，从而提高我国的医疗社会保障水平。
