摘要：中国正在经历计划经济向市场经济转变的过程，受传统文化风俗和计划经济体制所形成的制度惯性影响，缺乏对权力的有效监督、约束、激励机制，政府及其组织、个人在行使公共权力的过程中经常会偏离全社会公共利益的价值取向，表现为政府的自身利益，即政府的特殊利益。
本文从政府特殊利益行为的角度，阐述政府转型对于均衡转型时期我国政府公共利益与特殊利益之间关系的重要性。通过对公共利益以及政府特殊利益的界定、产生原因的综合阐述，分析当前中国政府特殊利益以及政府特殊利益行为之间的关系，探究政府特殊利益行为在中国转型时期的负面影响，并以此为主题，阐述政府转型的必要性，以及可行性措施。

政府以提供公共产品，满足公共需要作为其存在的合法性、必要性，公共性与自利性是政府执行职能时表现出的基本性质，公共性是政府存在的基础，而自利性是政府作为一个微观主体不可避免的特征。由于传统观念、体制等原因，政府在行使公共权力的过程中会出现过分追求组织利益、个人利益而偏离公共利益的行为。政府特殊利益行为不仅影响了政府存在的合法性基础，同时会对公共利益造成一定的影响。由此，如何实现政府转型，平衡政府利益之间的关系，实现社会公共利益最大化，避免出现政府与民争利，寻租腐败现象，需要政府不断加强自身内部制度建设，建立责任政府、法制政府、服务政府显得尤为重要。
