摘要:目前，我国已进入老龄化社会，人口老龄化给中国的经济、社会、政治、文化等方面的发展带来了深刻影响，庞大的老年群体的养老问题日益凸显，如何让老年人老有所养、老有所依，是当前老龄化趋势下必须解决的。从养老资源供给的主体来看，解决养老问题的方式有许多种，如自我养老、家庭养老、社会养老等。但随着人们思想观念的转变、独生子女家庭的养老负担以及社会老龄化趋势的推进，传统的家庭养老模式和自我养老模式已越来越难以负荷。本文主要通过对养老制度中政府责任的研究，探讨政府在社会养老中所扮演的角色，以及政府在当前养老问题中存在的不足，并试图提出一些改进途径。

Abstract:At present, our country has entered the aging society,and aging populations brings deep impact to China's economic, social, political, and cultural aspects.It is become Increasingly prominent to the pension issues of the older age groups.Under the trend of aging,that must be solved to make the the elderly a sense of security.To the supplier of the pension resources ,there are many ways to solve the pension issues ,eg: self-support model, family-support model,and society-support model.However,with the change of people’s concept,the huge pressure of the pension responsibility to the single-child-family and the pushing forward of the social aging trend, The traditional family-support model and self-support model has become more and more difficult to load. This paper mainly through the pension system to discuss the role of the government in the pension issues ,find out the sortage and try to put forward some improvement ways.

老龄化社会下需要多元化的养老模式以满足个人不同的养老需求，但不管个人作出何种选择行为，政府都应履行其社会职能，保障中国广大老年人的基本养老需求。在当前社会环境之下，政府要想进一步完善社会养老机制并非易事，但过往的改革成就及经验给我们以信心，相信社会养老中政府责任的优化会逐步得以实现。
