摘要：如何完善我国的区域环境管理体制，是当前环境保护面临的一项严峻挑战，也是生态文明建设中政府职能转变和建设服务性政府的重要议题。跨界污染事件的频频发生，反映了单一行政区污染治理方式与环境污染空间连续性之间的矛盾。本文通过研究认为，环境污染是不可能由某一地方政府独立而有效地解决的，需要建立跨地域、跨流域治理的有效机制，而地方政府联合治理机制是解决跨区域环境问题的重要途径。

Abstract: how to improve the regional environmental management system in China, is a serious challenge facing the current environmental protection, but also the important topic of government functions in the construction of ecological civilization transition and perfect. Trans boundary pollution incidents occur frequently, reflects the contradiction between the single administrative district, pollution control and environmental pollution externality characteristics. This paper thinks, environmental pollution is not by a local government independently and effectively solve, need to establish an effective mechanism of cross regional, cross river basin governance, and local government cooperation mechanism is an important way to solve the cross regional environmental problems.

伴随着中国粗放式制造业扩张达到极限，中国的世界工厂地位奠定。然而，在人均GDP达到5000美金这一中等发达水平的时候，中国同时也进入了环境压力高峰。如果说四万亿之前的环境污染还只是个别局部现象，而今就是全国性的普遍现象了。2012年入冬以来的全国性雾霾天气，再清楚不过地揭露了中国环境污染的严重程度和生态的极端脆弱性。当清新的空气、洁净的水源、蓝色的天空都成为民众的奢望之时，我国环境污染问题之严重就可想而知了。如何完善我国的区域环境管理体制，是当前环境保护面临的一项严峻挑战，也是生态文明建设中政府职能转变和建设服务性政府的重要议题。
