摘要：当前，网络监督已成为政府和社会进行行政与事务监督的一种有效手段，构建科学而完善的网络监督体系是政府完善社会治理的重要内容。就目前而言，我国的网络监督尚存在着网络信息参差不齐、网络舆论的片面性、易产生网络暴力、相关部门对网络监督的抗拒与倦怠以及网络监督法律体系不健全等不足，使网络监督面临一种现实困境。实现对困境超越的要务在于：健全网络舆情分析系统；提高网络覆盖率，扩大网民比例；提高网民素质，倡导理性上网；重视网络舆论，转变官员作风；完善相关法律法规等。

Abstract：At present, the network supervision has become an effective way to help the government and society to supervise the administrative affairs. Constructing a scientific and perfect system of network supervision is an important content of perfecting government management. But for now, Network supervision still has many shortcomings. Such as it is difficult to resemble the truth of network information; Network opinion is one-sided; Easy causing cyber-bullying; Resistance and fatigue of relevant departments on network supervision as well as the inefficient legal systems of network supervision, and so on. To solve the predicament of network supervision, we should emphasize the following aspects: Firstly, we should sound the analysis system of public opinion. Secondly, the government should improve the network coverage, increasing the proportion of Internet users. Thirdly, they should help to improve the quality of Internet users and advocate surfing the Internet rationally. Besides, we should pay more attention on Internet opinion and change the style of officials. At last, improving relevant laws and regulations is necessary.
