摘要：地方政府重要的基本职能就是提供公共服务能力，本文从公共服务的内涵范畴出发，联系现实地方政府的实际表现来论述，具体描述了我国地方政府在提供公共服务的过程中能力缺失的表现及原因，强调了意识，财政等方面的“缺位”，逐一分析其原因，最后提出我国地方政府公共服务能力提升的路径。
