摘要：近年来，公共危机事件在我国频繁发生，造成重大损失。面对公共危机，政府在处理的过程中，由于公共服务理念的缺失，管理体制的不合理，公众政治参与的不完善等因素，导致政府回应存在回应慢、责任主体不明确和回应机制不规范等问题。为了提高政府的回应，政府应树立危机的正确观念，学习并宣传新公共服务理念，增加政府与公众互动沟通的载体，推行决策听证制，实现政府与公众之间的良性互动。

Abstract:In recent years, public crisis events occur frequently in our country, caused heavy losses. In the face of public crisis, the government in the course of processing, due to the lack of public service concept, management system is not reasonable, the public political participation is imperfect and so on, the cause of the government response has many problems. In order to improve the response of the government, the government should set up correct concept of crisis, study and promotion of new public service concept, increase the government and the public interactive communication carrier, implementation of decision-making of the hearing system, realize the benign interaction between the government and the public.
