摘要：政府诚信是指以政府及政府行政人员为主体的诚信，指政府在行政活动中必须履行其对人民大众承诺过的责任。政府诚信在整个社会诚信体系中起着基础和核心的作用，对整个社会诚信体系的构建具有重要的示范效应和推动作用。改革开放以来，政府的诚信建设在总体的发展趋势上是良好的，但是不可忽略的是某些地方政府诚信存在着形象严重受损，存在官僚主义、形式主义、地方保护主义等让政府形象受损的不公平现象。加强政府诚信建设要从制度入手，同时要加强政府人员的诚信道德教育。

Abstract:Government credit refers to that government should live up to the responsibilities it has promised to the people during public administration, with the executive authorities of the government being its main body. Government credit is the foundation and core of the whole society’s credit system. It can be an important motivation and give a demonstration effect on the construction of the whole society’s credit system. Since the reform and opening up, the development trend of the government credit construction are basically sound. However, there still exists some unequal phenomenon, such as formalism, bureaucratism, and local protectionism. In order to perfect the government credit, its related system should be improved, enhancing the education on government personnel about the morality and honesty.
