摘要：随着社会的发展，以及人们社会生活经济文化发展的需求，人们对校园的关注，和政府企业等单位对学校建设等投入力度的增大，学校的网络规模初具雏形，宽带的普及使教学方式产生了很大的变化。利用软件来达到多媒体音视频教学、远程教育、实时教学都成为可能，而且以不可阻挡的潮流发展着。国内有许多高校和电视单位都建立了音视频资源库，比如：清华大学音视频资源库，中国数字图书馆音视频资源库。
顺应时代潮流发展的方向步伐，我校也正向这个方向发着。多年来，我校教育技术中心拍摄和积累了大量的各种零碎音视频资料，这是一笔宝贵的财产，但是大量音视频资料存放于磁带中，无论保存管理还是查询使用都相当的困难，而且没有呈现给广大师生进行交流学习，现有资源得不到有效利用，这也不利于学校音视频资料管理与发展。
为更好利用以及学校音视频资料的管理和发展，对现有音视频资料进行科学分类编目管理，检索查询和计算存储管理，非编素材转码，以及设备和固定资产等进行全面管理的系统的建立就非常有必要了。建立音视频资料库管理系统提供了一个简洁高效的内容编辑平台，操作人员将各种有价值的素材录入到系统中，用户就可以在远端计算机上检索、浏览这些素材，并可以轻松上传素材和下载素材。
