摘要:在融资方面，中小型企业就是名副其实的弱势群体，由于中国金融体系结构失衡。尤其我们现在10年以来，由于08年危机之后，我们采取了一些拉动经济发展的措施，经济高速发展的时候就随即出现通货膨胀。央行为此不得不收紧银根，抑制通胀，却在以欧洲为代表的发达国家爆发了债务危机以及其他的国际国内经济结构的因素，使得我们经济运行增加了一定的困难，增长速度出现了放缓迹象。这样为小企业的发展产生的一些新的困难，发起新一轮的挑战。

Abstract:In financing small and medium-sized enterprises is truly vulnerable groups, the structural imbalance of China's financial system. In particular, we now 10 years after the 2008 crisis, we have taken some measures to stimulate economic development, rapid economic development appears to inflation. Central bank that end had to tighten the money supply and curb inflation, but the debt crisis broke out in Europe on behalf of developed countries and other international and domestic economic structure factors, certain difficulties in making our economy run, the growth rate appeared to put slow signs. So some new difficulties for the development of small enterprises, to launch a new round of challenges.

目前的政策方向应当是积极推进中小企业的转型，我们在宏观政策上可以考虑在适当加息以抑制通胀预期的同时，适当降低准备金率以改善实体经济、特别是中小企业的信贷环境；通过降低中小企业税收，来减轻中小企业在转型中面临的压力，同时重点促进中小企业进行技术升级；以金融、财税等多种手段鼓励中小企业之间的并购整合，促进优势的中小企业通过并购进行良性的扩张；降低管制行业、特别是中小企业和民营企业希望进入的服务业等的准入门槛，鼓励中小企业和民间资本进入新的行业领域。
