摘要：城市经营就是将整个城市当作一个庞大的企业来经营，是城市政府运用市场机制调控城市发展目标和有限资源之间矛盾的经济活动。城市发展是一个多投入、多产出的生产系统,其经济发展效率评价涉及的指标众多,只有在充分考虑这些指标的基础上,才能对城市的经济发展做出准确的评价.而灰色关联分析就是一种评价具有多种输入、多种输出指标的同类型部门之间相对有效性的十分理想的方法.研究表明，运用灰色关联分析可以对不同城市经济效率作出有效的评价和比较.

Abstract ：city management that the whole city as a huge business to run, the city government to use market mechanisms to control urban development objectives and limited resources, the conflict between economic activities. We elaborate the principle and themethod of grey reational analysis, and use the factor analytic method to select index and present the relative efficiency appraisal and the analysis of the cities economical development with thegrey reational analysis method. City management is to follow the rules of market economy, the formation of the planned economy system of urban construction and development of profound changes in the way. In this paper, gray rating method to analyze the efficiency of urban management.

目前我国城市化建设正在大力发展中，城市经营的观念也正在深入人心，越来越多的人开始把城市经营当做一个研究重点进行研究。同时，全球化和城市竞争的加剧是城市经营的外在压力，在我国由于对于体质的改革，在改革开放后，我国由于市场经济的大力推行，以及全球经济化的逐步加剧，城市经营的分析的要求日益增大；对于城市经营的定义，第一要认识城市经营的内容，对城市资源和资产进行如何经营；第二是在城市经营中要把市场化轨道代替原有的单纯财政安排方式并向公众提供公共产品和服务来确定城市管理模式；但在城市经营方面，我国由于起步较晚，研究的学者较于国外的研究方向、内容都缺少经验，同时各国的实际情况不同，外国的成功经验也不一定适用于我国实际情况，因而需要通过特定方式分析。本文通过研究探索灰色关联分析法在城市经营效率评估中的应用。为提高城市经营效率提供分析工具。
