摘要：我国已于2001年底正式加入了世界贸易组织(WTO)，研究如何合理地利用“两种资源、两个市场”，对外贸易对经济增长的影响机制、对外贸易对经济增长的作用与影响等问题成为近年来成为学术界争论的焦点之一。本文先论述了扬州经济发展以及对外贸易的现状即扬州市经济发展现状、扬州对外贸易现状。随后发现了扬州对外贸易发展中存在的一系列问题：商品结构不合理；人民币升值的负面影响；市场多元化程度低；政策体系不完善；企业自主创新能力低下。文章最后为扬州对外贸易的发展提供了简单的对策和建议：优化商品架构；实现多元化发展战略；建立健全外贸专项政策；加大对出口企业的扶持力度；完善干部绩效考核制度以及加快服务贸易发展。

Abstract：Our country already by the end of 2001 formally joined the World Trade Organization ( WTO ), on how to reasonably use of "two resources, two markets", therefore the foreign trade 's effect on economic growth, foreign trade and economic growth between the interaction and influence in recent years become the focus of academic circles.This paper first discusses the present situation of yangzhou foreign trade is the size of the foreign trade condition; Export market structure; Export commodity structure; Yangzhou counties and districts foreign trade. Then found the yangzhou external trade development, a series of problems: Structure is not reasonable;The negative impact of RMB appreciation;Low degree of market diversification; Policy system is not perfected; Low capability of independent innovation. Finally, for the development of foreign trade in yangzhou provides a simple countermeasures and Suggestions: Optimization commodity structure; TO achieve diversified development strategy; Establish and improve the foreign trade specific policies; Increase support for export enterprises.

全球经济一体化的加速发展推动了生产和交换的国际化进程,大大加深了各国间资源等经济领域的相互往来与依赖,对外贸易也日益呈现自由化趋势。我国已于2001年底正式加入了世界贸易组织(WTO)，研究如何合理地利用“两种资源、两个市场”，并制定适合扬州实际情况的贸易发展战略来促进经济的增长，显得尤其重要，因此对外贸易对经济增长的影响机制、对外贸易对经济发展的作用与影响等问题近年来成为学术界争论的焦点之一。扬州市的对外外贸与经济增长的现状为对外贸易促进经济增长为题的研究提供了很好的研究案例，具有很强的理论和现实研究意义。同时，在扬州市这样特定的环境条件下，分析对外贸易对扬州经济发展的影响，可以帮助我们正确认识对外贸易在经济增长中的重要地位,为贸易政策的制定正确提供有效的政策建议。
