摘要:纺织服装行业一直是我国出口的支柱产业之一。据海关总署数据显示，2012年全年，纺织品服装累计出口达2549.83亿美元，比2011年同期增加了70.28亿美元。同比增加2.83%，增幅较2011年同期缩减17.22个百分点。我国仍然为全球纺织品服装出口量最大的国家。
长期以来，我国80%左右的纺织品及服装产品出口至欧盟、美国、日本、韩国和香港，近几年，对东盟国家的出口不断增长。在2005年纺织品与服装进口配额制度全面取消后，技术性贸易壁垒利用其合法性、灵活性、隐蔽性以及歧视性成为我国纺织品出口的一大障碍。由于我国纺织服装出口产品自身存在技术含量低、环保因素薄弱、产品附加值低等问题，同时我国纺织服装企业在技术、设备以及应对技术性贸易壁垒等方面仍比较薄弱，因此2011年纺织鞋帽全年出口贸易直接损失值为55.41亿美元，占直接损失总额的8.9%。各种技术性贸易措施已经成为各国贸易保护的重要手段，给我国纺织品服装出口企业造成巨大的障碍，同时也遭受着前所未有的经济损失，给我国对外贸易发展造成了严重的影响。
鉴于技术性贸易壁垒对我国纺织品服装行业发展造成的影响，本文首先对技术性贸易壁垒理论进行回顾；其次，分析中国纺织服装行业出口贸易发展现状，结合实际分析技术性贸易壁垒对中国纺织服装产业发展的影响；另外，借助于纺织服装企业，作案例分析，结合当前的理论知识，进一步探究技术性贸易壁垒对纺织服装产业影响。最后，对如何减少技术性贸易壁垒对中国纺织服装产业发展提出对策。
我国纺织服装行业只有顺应国际潮流，充分认识到技术性贸易壁垒的内涵和外延，及时把握市场讯息，调整产品结构，迅速改进企业技术设备和生产工艺，才能继续保持我国在纺织服装行业竞争优势。

Abstract:Textile and garment industry has been the pillar industry of our country export. According to data show that in 2012, the textile clothing export amount to $254.983 billion, compared with the same period in 2011 increased by $7.028 billion. Compared with the same period in 2011 increased by 2.83%, compared to the increase by 17.22%. Our country still is the largest country in the world textile clothing export.
For a long time, textile and clothing export markets including the United States, the European Union, Japan, South Korea and Hong Kong, for its export exports accounted for about 78% of the total. However, due to the export of textile products technology content is low, weak environmental factors and low value-added products, at the same time, enterprises lack introduction and transformation of talent, technology, equipment. As a result, after cancellation of textile and clothing import quota system comprehensively in 2005, various technical trade barriers with its flexibility and concealment, becomes a big barrier for our country's textile export more "legitimately".Textile, shoes and hats, 2011 annual export trade direct loss value is $5.541 billion, accounting for 8.9% of the total amount of direct losses. All kinds of technical measures to trade has become an important means of trade protection, poses a great barrier to our country textile clothing export enterprises, but also suffered unprecedented economic losses, caused serious influence to the development of China's foreign trade.
In view of the technical trade barriers on the impact of the textile clothing industry development in our country, this paper analyzed China's textile and apparel exports. The form of technical barriers to trade and economic effects, combined with China's textile and apparel products in the export trade of technical barriers to trade, the technical barriers to trade is analyzed on the basis of cause and effect, and finally puts forward measures to across technical barriers and expand our country's exports of textile products.
The author believes that only keep up with the trend of the international textile and garment industry , recognize the connotation and extension of technical barriers to trade, grasp the market information timely , adjust product structure, improve enterprise technology equipment and production technology, will maintain our competitive advantage in the textile and garment industry.
