摘要:云南省开远市雨露社区是依托当地公安机关强制隔离戒毒所建立起来的戒毒康复场所。雨露社区本着以人为本的理念，从戒毒者的需求出发，以戒毒巩固率为目标，积极探索研究，使它经历了强制戒毒所——“安全岛”计划——雨露社区这样一个发展变化过程。由功能单一的强制戒毒所发展成为一个集戒毒、医疗、康复、培训、就业、生活、社区功能为一体的戒毒康复场所。在帮助戒毒者的“强制戒毒，身心康复，融入社会”等方面取得了可观的成绩。

ABSTRACT:Yunnan Province the Kaiyuan Yulu community is relying on the local public security organs to forced isolation established by the drug treatment drug rehabilitation places. “关爱是雨露，真情是阳光”是雨露社区的口号。开远市雨露社区本着以人为本的理念，从戒毒者的切身利益出发，积极探索调研，寻找出一套强制戒毒与社区康复相结合的社区戒毒康复模式。这种戒毒模式让戒毒者找回自信，找回自我，重返社会，重返人生。它在帮助戒毒者走出困境的同时，也让自己走上了一条良性循环的可持续发展之路。
