摘要:农村非政府组织在沟通村民、代表民意和引导村民政治参与等方面发挥着政府不可替代的作用。金锁村农民在村党总支和村委会引导下，通过农民自发组织，先后成立蚕桑生产专业合作社、老年活动协会、妇女协会、议事协调小组、公共卫生协会。这些非政府政治涵盖了生产发展，互助服务，民主管理等方面。金锁村近年来的飞速发展，让我们看到了金锁村的农民非政府组织在新农村建设中的巨大作用，但受传统的小农经济特点、业已形成的市场利益链条和国家宏观环境的限制，目前我国农村非政府组织的力量还比较弱小，还存在着诸多不足。农村非政府组织作用的发挥需要外部环境的支持和自身组织与能力建设的提高。
