摘要:在人力资源管理中,合理的人力资源配置可以最大效度的发挥人才的能力,能够充分地利用人力的智力、知识、创造力和技能,是人力资源管理中研究的重点,而在当今世界归根结底是人才的竞争,人力资源的问题越来越被人们所关注,合理的人力资源配置不但可以促使企业组织内部的人力资源结构趋向合理,而且能够最大限度地实现人力资源的最优使用。我国的中小企业数量众多,对国民经济的发展起着推动作用,在当下中小企业的发展背景下,本文首先界定了企业人力资源管理合理配置的内涵,然后分析中小企业的人力资源配置与使用存在的问题,最后针对出现的问题,研究如何合理配置与使用人力资源,提高人力资源使用效率,并且使人力资源结构更趋于合理。

   本文第一部分主要是绪论,里面叙述了国内外人力资源配置的特点以及研究的目的和意义。

   本文第二部分主要是人力资源配置概念的介绍和相关理论

   本文第三部分就是对中小企业人力资源配置与使用中存在的问题进行分析。

   最后就是针对出现的问题提出相关解决办法。

ABSTRACT:Rational allocation of human resources is the focus of research in human resource management. It can not only maximize validity of talent ability, also can make full use of human intelligence, knowledge, creativity and skills. In today's world, in the final analysis is the competition of talents, so human resources have been paid more and more attention. The rational allocation of human resources can not only promote the human resource structure of enterprise organization will tend to be reasonable, optimal but also to maximize the use of human resources optimally. There are a large number of small and medium enterprises in china, they playing a role in promoting the development of the national economy. This paper firstly defines the meaning of the rational allocation of enterprise human resources management, then analysis the human resource allocation and use of existing problems in small and medium enterprise. Finally, aiming at the problems, we need to research  how to reasonable allocation and utilization of human resources, improve the efficiency of human resources, and make human resource structure more reasonable.

   The first part of this paper is the introduction. It describes the characteristics of the allocation of human resources at home and abroad, then Describes the research purpose and meaning.

   The second part of this paper introduces the concept of human resource allocation and related theory mainly.

   The third part of this paper is to analyse the problems of allocation and use of human resources existing in the small and medium-sized enterprise problem.

   Finally, we aiming at the existing problems puts forward relevant solutions.
