摘要:我国在近些年通过高校的连续扩招,实现了高等教育由“精英型”向“大众化”的转变。但由于毕业生剧增,大学生就业难的问题成为了民生问题中的一大难题。本文从政府、高校、用人单位、大学生自身全方面地分析了就业难的症结,并一一对应提出解决问题的建议和对策。

   文章首先分析了当下毕业生的就业倾向和供需不等的结构性矛盾,以政府为首要分析对象,精炼了就业政策的三大阶段,从户籍、产业变革、监管权限等方面提炼其不足;高校在尽力提升自身就业服务的过程中,依然存在以就业率为指标、就业指导“临门一脚”、不注重打造就业品牌的缺陷;企业一方面亟需人才推动发展,另一方面又无法提供合理的薪资体系导致人才流失严重;毕业生就业期望有失偏颇,主动求职能力较弱。

   其后文章详细列出了国内外各大流派的就业理论,并搜集了主要发达国家行至有效的政策法规、实践成果,并以作者所在的地区为例详细介绍了当地的毕业生优待措施。

   最后针对上文列举出的问题,整合出了一系列对应措施。户籍制度的呼声改革不可小觑、第三产业经开垦后,可以作为疏通大量毕业生的管道;高校应综合本校校情努力打造响亮的品牌专业、灵活运用管理营销方法、锻造涵盖不同学年和专业的就业辅导体系;企业寻求与高校合作定制人才、通过完善内外薪酬体系做到赏罚分明、注重员工真实的能力水平;大学生将就业眼光放的更加长远、务实,通过各类基层服务和就业实践实现人生价值。

Abstract:In China, through the continuous enrollment expansion in recent years, realize the transformation of higher education from the "elite" to "popular". But due to increase of graduates, the employment problem of college students has become a major problem in the people's livelihood issues.This article from the government, universities, employers, students' comprehensive analysis of the difficult employment problem, and the corresponding suggestions and Countermeasures to solve the problem.

   The article first analyzes the current supply and demand in the employment trends and ranging structural contradictions in the government primary object of analysis, refining the employment policies of the three stages, from household, industrial revolution, the regulatory authority and other aspects of refining its shortcomings; universities trying to improve their services in the course of employment, the employment rate targets still exist, employment guidance "paid off", do not focus on creating employment brand defects; need personnel to promote the development of enterprises on the one hand, on the other hand can not provide reasonable salary system led to a serious brain drain; graduate employment expectations biased, active job search capability is weak.

   Subsequent articles detailing the major domestic and genre theory of employment, and to collect the major developed countries, the line to effective policies and regulations, practices, and through the author's case study detailing the measures in favor of local graduates.
