摘要：随着社会经济的不断发展以及城市化、工业化的不断加剧，大批的农田被征用，全国经济快速发展的同时产生了大批因为农田被征用而比较弱势的失地农民。他们自身的文化素养不高、劳动文化技能又缺乏，长久的观念又很难立刻转变过来，因此数以万计的失地农民面临着“失地、无业、缺资、无保”的困难境界。失地农民的社会保障问题，已经引起了各方面的重视。本文基于常州市新北区被征地农民补偿安置的一系列数据以及对常州市新北区的各镇失地农民的实地抽样调研，了解常州市新北区被征地农民的实际社会保障的一些情况，指出其中的不足之处，并提出完善的措施建议。

Abstract: With the rising of Social economic and urbanization, many farmers become disadvantaged groups due to losing their land, which means that the fail to possess the rights of surviving, working and developing. Tens of thousands of land-lost farmers will be land-lost, jobless, lack of funds and unwarranted crowd because of their low culture quality, lack of labor cultural skills and difficulty of changing their old thought. Now farmers social security problems, has caused the party and the state government attention, how to resolve this issue has become academic research focus, as well as labor and social security the focus of relating parties. Through the series of data of land-lost farmers of Xin Bei Area in Chang Zhou City and the sampling survey of towns, we will know the actual situation and point out the shortages and come up with some helpful suggests.
