论文摘要：议程设置最终影响到舆论的导向，所以在新闻传播中至关重要。近年来网络媒体不断发展对新闻传播带来越来越大的影响，随着网络传播的兴起，传播环境发生改变，“议程设置”理论也出现了一些新的变化。笔者将对网络新闻传播中有着较大影响的事件进行媒介议程设置功能方面的探讨，以期能抛砖引玉。

Abstract: agenda setting affects the orientation of public opinion, so in the dissemination of news is crucial. In recent years, the continuous development of network media on the spread of news bring bigger and bigger impact, along with the rise of network dissemination, dissemination environment changes," agenda-setting theory" also appeared some new changes. The author of the Internet news communication has a great influence in the event of media agenda setting function .I hope I can throw away a brick in order to get a gem.

我们可以看出网络媒体传播特有的特点，如信息的丰富性和获取的便利性、言论的匿名性、自由性等，以及形成的网络文化和新型受众行为，不同于传统经典传播理论“议程设置”的作用机制、受众基础以及运行环境，这些重大改变最终导致了这些理论的效果在网络传播中的弱化，但是，我们又需要利用该理论为社会公众设置议题、制造主流舆论进行舆论引导，从而进行社会控制，维持社会秩序。那么便要求我们研究弱化的深层原因，找出相应应对策略，避免因舆论失控引起的社会控制失调。这是中外传播学界在新时期面临的问题和崭新课题。
