摘要：公民的个人信用是一个国家的信用基础，并且信用是维护社会经济关系的纽带。因为现在我国的个人信用制度不够健全，个人信用缺失等行为广泛存在，为我国社会社会主义市场经济秩序的发展增添了巨大阻力，影响整个社会的发展和进步。而通过建立健全公正的个人征信体系，反应出每个经济个体的信用情况，并利用就分析得出的信用报告来评价个体的信用及经营情况，使得有劣质信用记录的人难以在社会中持久地发展下去，从而提高整个社会的经济发展水平和信用等级。由于我国目前个人征信体系不够健全，使得我国的个人消费信贷业务还没有得到充分发展。
本文首先定义了相关经济概念，介绍了以欧洲、美国和日本为代表的个人征信体系，并从中得出了一些经验为我国的个人征信体系建设提供建议。同时回顾我国的个人征信体系的发展历程，并针对工作中出现的问题从两个不同角度来研究，并提供出相应的建议。本文所得出的结论是每个国家针对不同的国情要建立不同的个人征信体系，完善征信相关的法律体系，努力开发更多的征信产品，提高自身的创新能力，加强对专业人士的培养工作，促进征信业标准化流程的建立。

Abstract：Personal credit is the foundation of the state credit and the credit is the tie to ensure the normal operation of social and economic order.Because of the imperfect personal credit reporting system,fraud and confusion which hinder China’s economic growth are common phenomenon.By developing a perfect personal credit reporting system,the individual credit investigation can be reflected and the whole credit level can be increased because the individual who has the imperfect credit record can be imposed on the supervise of the society.The restrictive factor of personal consumption credit is also the imperfect personal credit reporting system.
The paper introduces the definition of the credit,credit investigation and the personal credit reporting system.The main contents are as follows；First,based on the analyze of the personal credit reporting system of Japan,USA and Europe,obtain and summary the experience for our country.Reviewing the developing process of the system and analyzing the problems from the view of Macroeconomics and microcosmic economics.It also propose different suggestions according to the different situations.The conclusion is that each country should build up a system which based on the basic national condition and perfect the legal system,develop more credit investigation products,increase the training of the professionals,promote the standard process.
