摘要：文化遗产是人类从先辈那里集成的宝贵物质和精神财富，具有稀缺性和不可再生性等特征，同时具有历史、艺术、科研、经济等内在价值，是我国重要的旅游资源。文化遗产地旅游资源是文化遗产地最核心和最珍贵的部分，所以对旅游资源的合理开发和保护使其价值得到充分地展示受到了越来越多人的关注。但是由于各种内部和外部因素的作用，在旅游发展中会对文化遗产地旅游资源的“原真性”和“完整性”产生一定的威胁。本文以福建省申遗成功的永定客家土楼为研究对象，介绍了土楼的旅游资源特征和内在价值，然后阐述土楼在旅游开发和保护过程中出现的一些具体问题，针对文化遗产地的原真性、完整性与旅游产业发展的相互作用，提出协调对策，使开发和保护发挥最大的协调效应，从而促使旅游产业的可持续发展。

Abstract：Cultural heritage is the mankind from the ancestors integrated valuable material and spiritual wealth, with the scarcity and non-renewable nature of such features, simultaneously has the history, art, scientific, economic and other intrinsic value, is our country's important tourism resources. Cultural heritage tourism resources is the core of cultural heritage and the most valuable part, so the rational development of tourist resources and the protection of its value is to show got the attention of increasing person. But due to various internal and external factors, in the tourism development of cultural heritage tourism resources of "authenticity" and" integrity" have a certain threat. This paper takes Fujian province listing successful Yongding Hakka Earth Building as the research object, introduces the characteristics of tourism resources and its intrinsic value, then the earth in the tourism development and protection in the process of specific problems, in view of cultural heritage authenticity, integrity and travel industry development interactions, put forward to coordinate countermeasure, the development and protection of the maximum coordination effect, so as to promote the sustainable development of tourism industry.

随着旅游业的日益兴起，世界文化遗产地作为重要的旅游目的地，在旅游发展中具有举足轻重的地位。世界遗产地旅游是指以世界遗产为吸引物，到遗产地去欣赏世界遗产的景色、体验或学习世界遗产地的景观、体验或学习世界遗产文化的旅游活动。由于世界遗产和一般旅游资源不同，遗产地旅游是以了解世界遗产地的景观、历史、文化和风土民情等独特生活方式为目的，同时又能为遗产的保护和当地社区的经济利益做出贡献的一种旅游活动。遗产地旅游可持续发展概念框架包含了遗产旅游地社会持续性、遗产地旅游环境持续性、遗产地旅游经济持续性三个基本要素，三者相互影响、相互作用、缺一不可。其核心在于：以环境可持续为前提，以经济持续增长为手段，以遗产旅游地社会持续进步为目的，使遗产旅游地社会经济与资源环境系统协调发展。然而，在旅游发展热潮中，旅游业追求更大的利润与世界遗产保持真实性、完整性之间存在着矛盾，即不可忽视的事实是：一方面，世界文化遗产是我们人类共同的财富，进行妥善保护使之世代相传、永续利用是我们不可回避的责任；另一方面，不合理的开发和利用导致了世界文化遗产地原真性和完整性正在渐渐丧失。本文以世界文化遗产永定客家土楼为研究对象，对我国世界文化遗产保护与开发问题进行了一些探讨，就目前永定客家土楼的现状及存在的问题进行了分析，在此基础上提出适合其发展的保护和旅游开发。
