【摘要】新型农村社会养老保险政策的实施，对加快建立统筹城乡社会养老保险体系，推进新农村建设、缩小城乡差距，具有极其重要的理论及现实意义。本文以江苏省为例，首先从介绍江苏省新型农村养老保险的基本实施情况入手，分析了当前江苏省新型农村社会养老保险存在宣传解读不透彻、基金的保值增值困难、捆绑缴费的争议和各地财政补贴差距较大等问题。针对这些问题，提出了完善新型农村社会养老保险的一些对策和建议。

Abstract: The new rural age insurance system prompts the development of urban and rural social endowment insurance system, to promote the new rural construction, narrow the gap between urban and rural area, has important theoretical and practical significance. In Jiangsu province as an example, this paper firstly introduces the basic implementation of the new rural endowment insurance of Jiangsu province, the new rural age insurance system in Jiangsu province have some problems including publicize relative explain aren’t clear, the difficult to maintain and enhance the fund, the argue of Bundled payment, and some area has a larger gap in financial subsidies an so on. As to these problems, I put forward some countermeasures and suggestions to complete the new rural age insurance system.
