摘要：随着科学技术的进步和全球市场经济的不断发展，世界经济呈现出了全球化、区域化的发展态势。交通运输的发挥对于经济的推动作用在逐步的加强，海洋运输是国际物流中最主要的运输方式，国际贸易总运量中的2/3以上，中国进出口货运总量的约90%都是利用海上运输，因此国际航运中心的地位也渐渐的提升。国际航运中心的地位如今是不仅影响着世界经济的发展，同时也影响着全球市场体系的构建与发展。
上海国际航运中心的建设已经十多年了，港口吞吐量已经步入了全球前十，并且有保税港区、洋山深水港等港口。但是在航运服务的软环境建设中，与世界其他的主要航运中心相比，上海的航运金融服务还是有不小的差距的。
对以资源配置为导向，金融中心、物流中心相结合的现代航运业来说，国际航运中心离不开当地航运信息、法律、金融、服务、等相关行业软环境的支持。伴随着国际贸易的快速发展，国际航运对于金融业的需求也大大增加，例如在海损清算、海事保险、航运融资等方面有比较大需求。但是，上海在这方面的服务供给还远远没有达到要求。目前上海的航运服务大都集中在货代代、等附加值较低的下游业务为主，而在海运经济、公证公估、海损理赔、海事保险、航运融资等金融服务上基本是空白的。

The construction of Shanghai international shipping center has more than ten years, in the port throughput, bonded port, yangshan deep-water port, and so on is relatively important results were obtained. In the soft environment construction of shipping services, compared with the world's major shipping center, Shanghai shipping service or a bit of a gap.
On with the orientation of resource allocation, financial center, logistics center with the combination of modern shipping industry, the international shipping center is dependent on the local shipping education, information, laws, financial support, services and related industries such as soft environment. With the combination of Yangtze river delta port group with the rapid development of international trade, international shipping demand for services has increased dramatically, especially in high-end service industries, such as in the shipping trade, average clearing, maritime insurance demand is bigger, shipping finance, etc. However, Shanghai in this aspect of the service supply of maritime is not up to par. Now shipping services are mostly concentrated in the goods handed down, such as low value-added downstream business is given priority to, and in the Marine economy, the notary public appraise, average claims on financing and shipping services, maritime insurance, shipping is almost blank.
