摘要:城市综合管理本身就是一个庞大的工程，其执法体制是一个复杂的体系。这个体系的机制是否健全，机制是否协调合理及运作状态的优劣，直接影响着城市管理的水平。随着城市综合管理部门职责的扩大，而相应配套的执法权力却大大地缺乏，这就导致城市综合管理执法难的出现。目前城管执法的现状却是在一线执法时举步维艰、处处受阻，法的强制作用在城管执法中显得非常的脆弱。本文通过对城市管理综合执法难的理论分析，结合社会的现实情况，进而提出解决城市管理综合执法难的构想，希望对完善城市管理综合执法有所帮助，从而提高城市管理的水平。

Abstract:The city's comprehensive management itself is a huge project, its law enforcement system is a complex system. 城市管理综合执法自从开展以来就备受争议，这种争议不仅仅来自社会和舆论，法学界也对城市管理综合执法存在着不同的观点。与此同时，作为承担城市管理综合执法职能的各地城市管理综合执法机关又明显感觉到，在日常执法中执法难度异常艰巨，暴力抗法事件层出不穷，有些地区的城市管理综合执法甚至举步维艰。对于城市管理综合执法难的原因，在法学理论上至今仍没有一个明确的结论。本文就城市管理综合执法难进行理论分析，结合实际情况，在此基础上提出相应的完善对策，旨在寻找解决城市管理综合执法难问题的构想，希望对依法行政有所帮助，从而不断提高现代城市管理的质量、水平。
