摘要:知情权是民主和政治发展而出现的产物，它的核心就是信息公开请求权。知情权的充分实现要求政府信息完全公开。许多知情权的国家制定了关于信息公开的法律制度，以保障公民知情权的实现。建立和完善情报公开制度是民主政治的必然要求。公民的知情权反映了一个国家行政法律制度的完善与否。目前在我国行政执法实践中，行政信息无法做到公开化透明化，行政信息在行政主体与行政相对人之间呈严重的信息不对称。要想切实保障公民知情权的行使，矫正信息不对称现状，就必须建立一套完善可行的行政信息公开法律制度。

Abstract:The right to know as the democratic and political development and the emergence of the product, it is the core of public information request right. The right to know the full realization of government information public completely. Many of the right to know the country developed on public information law system, in order to ensure the realization of citizens' right to know. The establishment and perfection of information disclosure system is the necessary requirement of democracy. The citizen's right to know is a reflection of the national administrative legal system perfect. At present in China's administrative law practice, administrative information cannot open administrative information transparency, the administrative body and the administrative relative person is serious information asymmetry. In order to protect the citizens' right to know exercise, correct information asymmetry situation, it must establish a set of perfect and feasible administrative information disclosure system.

政府信息公开已经成为各国建立透明阳光政府的一个潮流。政府信息公开制度对于推进服务型政府建设、保障社会公众的知情权具有重要意政府信息是重要的战略资源，充分地开发和有效地利用政府信息，最大限度地实现政府信息资源共享，是社会信息化发展的需要。从知情权角度来看, 政府信息公开的意义的包括: 有利于保障公民权利，满足公民对于行政情况的知情权、对于行政活动的参与权、对于行政侵权违法的抗辩诉讼权等，进而推进政治文明的新发展，有效防止腐败, 促进市场经济建设的发展。因此，完善我国政府信息公开制度具有必要性和可行性。
