摘要:卫生事业单位绩效工资改革有利于提高卫生事业的服务质量和效率,满足人民群众卫生服务的需求,促进卫生事业的健康发展。卫生事业单位绩效工资改革是一个复杂的系统工程,改革的实施过程中必须明确目的,遵循一定的原则,考虑到几个注意点。目前,绩效工资的实施有一些难点,缺乏一套科学合理的绩效考核体系,绩效工资改革具体实施中缺乏公正与透明,缺乏对激励机制的正确应用。要建立科学合理的绩效考核体系,加强考核过程的监管与控制,健全绩效工资等级制与激励机制,重视卫生事业服务本质。最终强化质量管理和科教兴院,促进医院社会效益和经济效益的不断提高,真正实现卫生事业服务本质。

Abstract:The performance salary reform of health institutions helps to improve health service quality and efficiency, satisfy the people's health service demand, promot the healthy development of public health care. The performance salary reform of health institutions is a complicated system engineering, health institutions pay for performance in the implementation process must take into account several aspects, make clear a target, also need to follow certain principles. At present, the implementation of performance salary have some difficulty, still do not have scientific and reasonable performance evaluation system, the performance salary reform in implementing the lack of fairness and transparency, incentive mechanism needs further exploration. We need to establish a scientific and reasonable performance management system, strengthen the assessment process supervision and control, perfect performance grade wage system and incentive mechanism, pay attention to service. Finally to strengthen quality management and hospital through science and technology, promote social and economical benefits of the hospital, realize the essence of health service.
