摘要:我国是世界上人口第一大国，其中农村人口占总人口的一半，解决好我国一半以上农村人口的养老保障问题是当前解决民生问题的重要关键。随着全球人口老龄化的急剧加快，养老问题成为世界各国现阶段面临的重要考验。我国的农村养老保险制度发展比较缓慢，一波三折，传统的家庭子女养老保障和土地养老一直是农村养老保障的主要方式。但是随着这两种保障功能的逐步衰弱，完善的农村社会养老保险制度是现阶段急需的，其对加快农村建设、促进农村经济发展、促进国家的和谐稳定都有非常重要的作用。
2009年10月，国务院颁布的《关于开展新型农村社会养老保险试点的指导意见》拉开了新农保试点工作的序幕。新农保是我国农村养老保险发展历程中一个重大的突破，它不仅为全国的农民老年生活提供保障，还为完善我国社会保障体系作出了重大贡献。在取得巨大成功的同时，新农保在施行过程中也存在许多问题，为了不断适应新的环境发展，新农保还需不断的改进与完善。
本文主要采用了比较的方法对我国新农村社会养老保险社会制度进行研究。从分析我国农村社会养老保险发展的历程，研究新农保的现状与问题进行分析，并对完善我国农村社会养老保险制度提出了改进建议。

ABSTRACT:China is most populous country in the world, including the rural population accounts for half of the population, to solve more than half of our country rural old-age security problem is the key to solve the problem of the people's livelihood. As the global population aging rapidly, the pension problem has become all over the world now faces an important test. Development of rural endowment insurance system in China is slow, sorry tale, children of a traditional family old-age security and land endowment has always been the main mode of the rural old-age security. But as this two kinds of safeguard function gradually weak, perfect the rural social endowment insurance system is urgently needed at present stage, to promote rural construction, speed up the rural economic development, promote the national harmony and stability has a very important role.
In October 2009, the state council issued "the implementation of the new type of rural social endowment insurance pilot guidance" opened the prelude of the new agricultural insurance pilot work. New farmers is the development of rural endowment insurance in China in a major breakthrough, it not only provide protection for the farmers in old life, and made great contribution for perfecting the social security system in our country. In a huge success at the same time, the new farming maintain there are also many problems in the process of implementation, in order to constantly adapt to the new environment, new farming keeps still need to constantly improve and perfect.
This paper mainly adopts the method of comparison to the new rural social endowment insurance system in China. From the analysis on the development of rural society endowment insurance in our country, the research present situation and problems were analyzed, and the new farming maintain and to improve the rural social endowment insurance system in our country puts forward the improvement Suggestions.
