摘要：近年来，随着物流产业在江苏的快速发展，第四方物流（4PL）的发展问题日益成为理论界和业内人士的关注热点。此论文就第四方物流的发展现状、应具备的基础条件以及如何发展第四方物流等问题，业界有不同的看法。此论文从4PL的概念、特点、特征及兴起原因等基础理论的阐述着手，详细分析了目前江苏4PL的发展现状以及所面临的种种问题。

Abstract:In recent years, as the logistics industry in Jiangsu's rapid development, the development of the fourth party logistics (4 PL) has become the industry hot spot day by day. This thesis show the industry's different opinions for the development present situation and the basic conditions of the fourth party logistics and how to develop the fourth party logistics. This thesis detailed analysis the current situation of Jiangsu four PL's development and faces all sorts of problems,which process from the basic theory of four PL's concept like the characteristic, the characteristics and the rise reasons.

江苏省第四方物流目前只是处于探索、试验阶段，要实现第四方物流还有很长的路要走。伴随着我国经济的飞速发展，江苏的物流企业也进入快速发展的阶段，企业对物流管理越来越重视。第四方物流的最大特点在于集成。第四方物流的发展很大程度上解决了供应链一体化的难题，从而使供应链向稳定化、有序化方向发展，但成为第四方物流必须拥有物流市场专业知识和网络，拥有规模经济效益、拥有第三方物流的灵活性、拥有信息技术等内外条件的支撑。具体战略为健全物流管理体制与法制，为江苏物流发展创造良好的内部环境；大力发展第三方物流，为第四方物流的发展奠定基础；推广供应链管理，培养综合性物流人才；发展电子商务与信息技术，建立第四方物流供应链信息的整合；建立物流信用保障，防范第四方物流运作风险等，力图通过发展第四方物流整合和带动第三方物流从而实现江苏第四方物流跨越式的发展。总的来说，江苏发展第四方物流应建立在第三方物流的基础上，这是一条最现实的途径。
