摘 要:外商直接投资的技术溢出效应是有关外商直接投资间接效应的一个重要主题，国内外诸多学者对其进行了丰富的研究。改革开放以来，江苏省作为沿海经济大省，以其产业规模大、劳动力成本低、原材料丰富和价格低廉等优势，吸引了大量的外商直接投资。江苏省纺织服装产业不断发展壮大，不仅发展速度快，而且已经发展成为化纤、纺、织、印染、整理、服装、纺织机械等门类齐全的工业生产体系。纺织服装业作为江苏省的传统产业，通过利用外资不断地发展壮大。那么，FDI对江苏省纺织服装业是否存在技术溢出效应？
本文首先分析了江苏省纺织服装业发展的现状和利用外资的情况，然后利用2005年至2011年的面板数据，通过计量模型进行回归的方法，分析了FDI对江苏省纺织服装业的技术溢出效应。结果发现，纺织业的技术溢出效应明显存在，而服装业的技术溢出效应相比之下不明显。总体而言，江苏省纺织服装业FDI技术溢出效应存在阻碍。江苏省技术外溢的渠道是模仿和竞争，在这过程中，由于存在人力资本的流动、外资鼓励政策、市场体制的问题，影响了江苏省纺织服装业外资的技术溢出效果。因此，江苏省要制定政策、改变格局、鼓励创新，从而进一步扩大外资的技术外溢。

ABSTRACT:Technology spillover effects of foreign direct investment is an important topic of the indirect effect on foreign direct investment.Many scholars at home and abroad have studied a lot about this. Since China's reform and opening up, as a coastal economic province, Jiangsu province, is famous for its big industry scale, low labor costs, abundant raw materials and low price for an advantage, attracted a lot of foreign direct investment. Jiangsu textile and garment industry is growing stronger. Not only the development speed is quick, but also it has developed into all kinds of industrial production system including chemical fiber, spinning, weaving, dyeing and finishing, garment, textile machinery and so on. Textile and garment industry as a traditional industry in Jiangsu province, through the use of foreign capital is developing continuously. Whether the FDI technology spillover effect exists in textile and garment industry in Jiangsu province?
At first, this article analyzes the present situation of development of textile and garment industry in Jiangsu province and the utilization of foreign capital. Then, it uses panel data from 2005 to 2011, through econometric model of regression, analyzes the FDI technology spillover effect of textile and garment industry in Jiangsu province. The results shows that the existence of technology spillover effect in textile industry is obvious, in contrast the technical spillover effect of garment industry is not obvious. In general, FDI technology spillover effect of the textile and garment industry in Jiangsu province exists. Technology spillover channels in Jiangsu province is imitation and competition. In the process, due to the flow of human capital, foreign capital encouragement policy, market system, the effects of technology spillover on textile and garment industry in Jiangsu province are affected. Therefore, Jiangsu province have to set policy, change pattern, encourage innovation to further expand the technology spillover of foreign investment.
