摘 要:中小企业融资难问题是一个世界性难题。改革开放三十多年以来，中国的中小企业取得了飞速的发展，已成为我国推动经济增长、科技创新、社会就业的重要力量。尽管政府采取了一系列金融措施改善中小企业的融资环境，但融资难问题却依旧存在，尤其是在货币政策收紧的情况下，中小企业融资处境变得更为艰难。本文以我国中小企业融资难问题为核心，提出在关注中小企业所处融资环境的同时，更应关注中小企业所处的整体经济环境。本文提出，解决中小企业融资难问题不只是一个金融体系的问题，而是一个整体经济环境的问题。解决融资问题的最终目的是为了解决中小企业的发展问题，所以从这一终极目标出发，我们应在积极健全金融体系，拓展中小企业外源融资渠道的同时，利用多种途径为中小企业营造一个良好的经营环境，从而提升其内源融资能力和持续发展能力。最后文章从企业自我完善、政府政策支持、深化金融改革及健全金融体系三个层面，提出了应对中小企业融资难的对策建议，阐释了应建立一个立体化的支持体系来破解中小企业融资困境的主题观点。

ABSTRACT:Small and medium-sized enterprise financing difficult problem is a worldwide problem. 30 years since reform and opening up， China's small and medium-sized enterprises have achieved rapid development， has become our country to promote economic growth， scientific and technological innovation， an important force of social employment. Although the government has adopted a series of financial measures to improve the financing environment of small and medium-sized enterprises， but financing difficulties still exist， especially in the case of tighter monetary policy， small and medium-sized enterprise financing situation becomes more difficult. This article to our country small and medium-sized enterprise financing difficult problem as the core， focusing on small and medium-sized enterprise financing environment is put forward at the same time， more should pay attention to the overall economic environment of small and medium-sized enterprises. Proposed in this paper， solve the small and medium-sized enterprise financing difficult problem is not just a problem of the financial system， but a question of overall economic environment. The ultimate aim is to solve the problem of financing in order to solve the problem of the development of small and medium enterprises， starting from the ultimate goal， so we should be actively improve the financial system， expand foreign financing channels for small and medium-sized enterprises at the same time， the use of a variety of ways for small and medium-sized enterprises to build a good business environment， so as to improve their internal financing ability and sustainable development ability. Last the article puts forward the countermeasures to financing problems of small and medium-sized enterprises， explains the support should be set up a three-dimensional system to understand the theme of the small and medium-sized enterprise financing difficulties from the enterprise self perfection， government policy support， deepen financial reform， and a sound financial system in three aspects.
