摘要:公民新闻是近来学界探讨的热点之一，特别是新媒体兴起之后，我国的公民新闻很快受到业界和学界的广泛关注。新媒体环境下的公民新闻是基于新的技术传播优势向公众传达信息的新闻，并随着新媒体技术的不断进步，公民新闻的现实价值也越来越突出，对于公民个人，公民新闻满足了公民的知情权和话语权；对于传统媒体，公民新闻与传统媒体互相补充，扬长避短；对于和谐社会的构建，公民新闻成为了重要的舆论监督力量，推动着社会民主化进程，起到公共危机预警的作用。公民新闻在各方面都有着重要的价值意义，但是，公民新闻目前发展还不成熟，还存在着一定的问题，因此需要加强监督，推动公民新闻有序发展。

ABSTRACT:Recently,Citizen news has becoming one of the hot topics which has been talking and researching in academic .Especially with the new medias developing,the citizen news has been becoming widespread concerned by the academic and industry.With the new medias’ environment ,citizen news spreads the news to public which is based on the advantage of the new technology .The reality value of the citizen news has been becoming more realistic value. With the development of the new medias,for individual,citizen news meet the right of speech and information. For traditional medias,it complements citizen news.And for to build the harmonious society,citizen news has become public opinion supervision power.It also promoting the process of democracy in society. Citizen news has many significances in variety aspects.However,citizen news is also need to be developed and to strengthen the supervision since it still not mature . That way,it will be developed in order.

公民新闻的出现不是偶然现象，随着互联网和其他通讯方式的发展，世界大众传播面临着重大变革，即从单向传播向互动式传播转变，从大众信息向个性化、分群化信息转变。公民新闻的出现促使这两大趋势的形成。与传统媒体相比，新媒体环境下的公民新闻可以更大范围、更积极地发挥社会效益。但是，其发展不能脱离政治、经济和法律制度，以及其他社会条件的管辖，因此加强公民新闻的专业性和规范性是十分必要的。同时我们应该找到适合中国发展的道路，结合中国新媒体发展的特色，才能真正发挥公民新闻的优势，增强公民的意识、提高社会文明。同时，可以加强传统媒体和公民新闻的合作，共同推进社会的进步，媒体人和普通民众的思想碰撞，才能实现公民新闻的和谐发展。
