[摘要] 公文,全称公务文书,是指行政机关、社会团体、企事业单位在行政管理活动或处理公务活动中产生的,按照严格的、法定的生效程序和规范的格式制定的具有传递信息和记录事务作用的载体。如果公务文书的写作存在不规范现象,不但会使公务文书失去权威性和严肃性,而且会影响公文的办理过程。本文首先对公文作了整体性的归纳,其次通过举例分析文种的选择、语言的运用、格式的书写这三个方面的公文写作中的常见的不规范现象来提出造成这种不规范现象的原因,最后提出措施来纠正不规范现象,使公文写作能够规范起来,起到它应有的功能和效用。公文是法定的文件,是我们贯彻落实党和国家的路线方针政策重要手段和依据,它担负着领导、规约、沟通、宣传和凭据等功能,它的规范使用对于理顺上传下达和保证我们工作的顺利进行有着极为重要的作用,因而我们很有必要加强公文规范写作的培训和管理。

[Abstract] Name of document, official documents, is refers to the administrative organs, social organizations, enterprises and institutions in the administrative activities or affairs which, in accordance with strict, the legally effective procedures and norms formulated in the format of the transmission of information and transactions with the carrier of action.If the official documents writing has not standardized phenomenon, not only makes the official documents lost authority and seriousness, but will affect the process of handling official documents.This paper makes an overall summary document, followed by examples to analyze the language choice, language, format of writing these three aspects of official document writing in common non-standard phenomenon to present the non-standard phenomenon, finally puts forward the measures to correct the abnormal phenomenon, make the official document writing to specification together, play its due function and effect.The document is a legal document, we implement the party and the country's policy is an important means and basis, it is responsible for the leadership, protocol, communication, promotion and credentials and other functions, its standard use to straighten out the upload and ensure that our work has a very important role, so we have the necessity to strengthen the document specification writing training and management.
