摘要：本文追溯了社区文化和城市管理的定义和内涵，社区文化建设与城市管理转型之间问题的缘起，以常熟市社区为例，对城市管理转型过程中社区文化建设进行了现状描述，总结了当前社区文化建设的总体状况，更深一步的分析了当前社区文化建设存在的制约因素和出现制约因素的原因，最后提出建议。

Abstract: This article traces the definition and meaning of community culture and city management, community cultural construction and city management of the transition between the origin of the problem, as the sample of ChangShu City, on city management in the transformation process of community culture construction makes the situation description, summary of the current status of the overall construction of community culture, and deeper analysis of the current construction of community cultural constraints and the emergence of constraints, the final to dish recommendation.

我国目前正处于剧烈的社会转型期，社会结构和生活方式发生了变化。作为社会细胞的社区也发生了变化，突出表现为：社区居民收入增加，社会分层，流动性增强，功能性凸现，以安居乐业为基础，强调增强居民对社区的认同感和归属感、增强居民活力、社区凝聚力，营造文化氛围。这些新变化是在中国城市经济崛起的背景下迅速形成的与近三十年的文化建设的相对滞后形成鲜明对比，形成种种城市管理转型期的矛盾和问题，譬如：社区成旧的文化实施与文化发展的基本需求的迅猛发展；现有的文化管理体制与社区群众多样化的文化需求；社区文化建设的理念与构建社会核心价值观不相适应等等。在这样的背景下，如何加强社区文化建设来推进城市管理转型，需要在现有的基础上对社区文化建设进行研究。
