摘要:改革开放以来，社会主义市场经济不断地完善和发展，我国经济迅速腾飞，取得了举世瞩目的成就。然而与此同时,我国为保证经济发展的速度，仍以大量消耗资源、破坏环境为代价继续着粗放型的发展方式。2010年胡惊涛主席继科学发展观之后又一次的提出了包容性增长的发展理念，引起社会强烈反响，推动着我国的经济发展方式进行战略性调整和政府行政管理体制的进一步的变革。本文从包容性增长的内涵及本质特征出发，深刻挖掘包容性增长与政府体制改革之间的内在联系，结合我国社会主义现代化的实践，重点论述包容性增长的重大价值和意义并进一步阐释我国在“十二五”期间的政府体制改革的重点和关键。

Abstract:Since the Reform and Opening up, the socialist market economy has improved continuously, bring to our country a economic takeoff, which has attracted worldwide attention. However, we still persist in the extensive pattern of economic growth which has resulted in excessive consumption of resources and deterioration of the environment. In 2010, President Hu proposed “the developmental concept of inclusive growth” after bringing forward “the scientific concept of development”. The new concept has aroused a great social sensation, advancing the strategic adjustment of economic development and the reform of the administrative management system of government organizations. This paper, based on the connotation and essence of the inclusive growth, explores the profound relationship between the inclusive growth and the reform on government system. By integrating the practice of the socialist modernization this paper mainly discusses the significant value and meaning of the inclusive growth, and furtherly expounds the key points of the government reform in the twelfth five-year planning stage.

包容性增长是我国十二五规划的指导思想和战略目标，是科学发展观和和谐社会的核心理念在21世纪的第二个十年的具体的体现。包容性增长强调机会的公平和平等，主张经济社会的均衡发展，主张全民的参与和共享，这对于当前我国在经济发展中出现的增长失衡、贫富分化、结构失调等诸多的问题提出了完善的对策。
当前我国正进行这大部制改革和服务型政府的建设，机构调整和职能的转变，在政府与民众之间更加明确了政府的服务角色和责任意识，但一个善治的政府和一个包容的政府绝不仅仅只是完善其公共服务体系更重要的是要为民众参与政府的管理活动创造条件，积极的回应社会公众的利益诉求。小政府是服务型政府的基本目标，但小政府下的大社会的格局和公民力量的成长才是包容性增长下最终的价值。包容性增长的公平和平等的理念让政府的公共性和社会性更加凸显，也更加实践了温家宝总理做出的创造一切条件让人民生活的更加幸福、更有尊严、让社会更加公正、更加和谐的庄严承诺。
