摘 要:城镇化是社会经济发展的必然趋势,也是衡量一个国家经济社会发展的重要标志。而我国城镇化发展滞后的现状已严重影响了经济的发展，为寻找新的经济增长点，新型城镇化建设再度被中央与地方寄予厚望。由此，社会工作进入城乡统筹社会服务的需求顺势而生。
兰州新区作为国务院批复的第五个国家级新区，是区域开发和扶贫攻坚示范区，必将加快筹城乡步伐。因此，在新型城镇化背景下社会工作进入城乡统筹社会服务的研究，这对于提高社会服务水平、解决群众困难、减少不和谐因素，建设和谐社会主义有重要意义。
本文站在新型城镇化背景下，来研究兰州新区的城镇化建设问题。在理清新型城镇化和城乡统筹的内涵与任务之后，分析了兰州新区在城镇化建设的现状和问题，明确了社工在城镇化建设中该起的作用。

ABSTRACT:Urbanization is the inevitable trend of social and economic development, it is also a important symbol that measure the country's economic and social development. the lagging situation of urbanization development in our country has seriously affected the development of economy, The urbanization construction has been given high hopes by the central and local to seek a new economic growth point, As a result, social work in urban and rural plan as a whole social service needs conveniently.
The new district of lanzhou is the fifth national district, approvaled by the state council . It is located in north of lanzhou where is qingwangchuan basin,where is a middle position of lanzhou, xining and yinchuan, the government planning to construct it as a integrated transport hub, where is slao as a role of windows for domestic and international exchanges and portal of gansu province. Lanzhou new city zone as regional development and poverty alleviation engines, will certainly to speed up the pace of raise urban and rural areas. Therefore, it is become very important that study of social work in urban and rural plan as a whole social service under the background of new urbanization. It has a important significance to improve the level of social services, solve the difficulties and reduce the disharmonious factors, building a harmonious socialism.
This article sits the new urbanization’side to research the urbanization of Lanzhou new city zone’ construction problems.
