摘要：提升地方政府公共服务能力是对我国政府改革和建设提出的新要求。本文主要阐述了提升地方政府公共服务能力的内涵，地方政府在提供公共服务时存在的问题：政府执政理念落后、政府职能错位、政府行政部门执政方式粗暴，蛮横无理等严重问题。为此，提出地方政府公共服务能力提升的路径：创新政府执政理念；转变政府服务职能；改进政府执政方式；优化政府公共服务流程能力；强化公众公共服务监督机制能力；重塑政府治理机制能力。
