摘要：提升地方公共服务能力，是政府的职能之一，其对地方的经济、文化和社会的发展有着重要的意义。当前地方政府的公共服务能力，有了明显提高，取得积极的成就，但是总体上存在着服务水平偏低、效率不高、发展不平衡等不能完全满足公众需求的地方，必须树立“以人为本”的行政理念，创新公共服务方法，建立公共服务的绩效考核机制，加强公民的参与意识，进一步加强地方政府公共服务能力建设。
