摘要：本文从社会运行方面谈起，进而阐明加强政府公共危机管理的意义，指出我国政府现有公共危机管理制度方面存在的问题，提出在把握科学性、时效性、人本性三项原则的基础上针对存在的诸多问题如何解决的具体措施，以此不断完善公共危机管理制度，从而塑造良好的政府形象。

Abstract:From the aspects of social operation, and illustrates the significance ofstrengthening the government's public crisis management, and points out that the existing system of our government public crisis management problems, and put forward specific measures to grasp the scientific nature, timeliness, peopleon the three principles for many problems to solve，so as to continuously improve the public crisis management system, so as to create a good image of the government.
