摘要:随着管理学理论的发展,企业的绩效管理已经在管理实践中发挥了重要的作用,成为企业人力资源管理的有效手段。公共部门的绩效管理相对较为滞后,近年来公共部门的绩效也逐渐成为人们关注的焦点,公共管理理论也随之不断丰富和发展起来。
在我国公共部门的管理中,绩效管理也已经为人们所熟知,但是真正绩效管理的作用显现并不是很明显。本文主要是通过绩效以及相关的绩效管理理论的阐述,结合XX监狱民警的绩效管理的现状,针对在民警绩效管理中出现的系列问题,探讨了在“三高一低”的情况下如何进行有效的绩效管理,找到切实可行的办法,从民警的思想根源上解决存在的问题,消除监狱管理上的潜在隐患。本文通过对管理学、公共管理学、人力资源管理、组织行为学等文献的检索,以及对照其它国家、地区的警察绩效管理的模式,得出了结论:XX监狱民警的绩效管理在目标设定与具体的考核实施中存在一些问题,提出了解决问题的办法。
