摘要:乡村城镇化不仅可以减少农业人口，通过增加城镇人口的方式减少农业资源的压力，还可以扩大内需，促进经济的发展，提高农民的相对收入水平，从而改善居民的生活水平和居住环境，因此，乡村城镇化是社会发展的必然趋势。
本文在乡村城镇化研究现状的基础上，从禄劝县农村居民用地现状及农民收入增长缓慢的原因分析入手，说明建设乡村城镇化的必要性，并对其利端进行了阐述。禄劝县是云南省昆明市辖郊区县，位于昆明市北部，由于禄劝县的地域面积狭小，发展空间受限，而且人多地少，土地需求量大，在这样的背景下，推进农村城镇化的发展显得尤为重要，但禄劝乡村城镇化的发展相对滞后，因此，认真分析禄劝乡村城镇化发展过程中出现的问题，因地制宜，提出可行性的建议，促进禄劝乡村城镇化又好又快的发展，具有十分重要的意义。

ABSTRACT:Rural urbanization not only can reduce the agricultural population, but reduce agricultural resources by means of increasing urban population pressure, and still can
expand domestic demands, promoting economic development as well as increase farmers' income levels, so as to improve people's life level and the living environment, as a result, rural urbanization is the inevitable trend for social development.
This paper is based on researching status quo of rural urbanization, rural residents from Lu Quan county land using present situation and the analysis of the causes of farmers' income growth slow, explains the necessity of the construction of rural urbanization and its advantages. Lu Quan is a broad county which belongs to Kunming city of Yunnan province. It is locating in the north of Kunming, because Lu Quan county’s geographical area is narrow, development space are limited, and there are more people than land, the land demand is large. Under such a background, it is particularly important to promote the development of rural urbanization, but Luquan township development relative lag, however, carefully analsize the problems appeared in the process of rural urbanization development, adjust measures to local conditions, put forward feasibility suggestions, and promote rural urbanization developed well and fast will be such significance for Luquan county.

从城市的角度来说，首先，乡村城镇化的发展，本身也是城镇的建设过程，随着大量农村人口向城镇转移，将带动城镇居民住房、道路、供电、通讯、教育、医疗等公共服务设施的建设，从而有利于各行各业的发展。其次，推进乡村城镇化的建设，有利于减少人均非农耗地，缓解人多地少的矛盾，从而促进农业规模效益的提高，对建设资源节约型社会具有重要的现实意义。
从民众的角度来说，首先，各行各业的发展，创造了许多就业岗位，从而满足了农民的就业需求，使农民获得了更大的发展空间。其次，加快农村城镇化建设的步伐，使公共基础设施逐步投入使用，能够有效改善和提高农村人口的衣食住行等物质方面需要，推进和提升农村人口平等、自由、欢乐、幸福等精神方面的需求，从根本上解决农村人口的生存和发展问题。
