摘要：民俗旅游是高层次的文化旅游，我国民俗文化璀璨多姿，民俗旅游资源非常丰富，民俗旅游项目已成为我国最具吸引力的旅游活动内容之一。本文在国内外民俗旅游资源的相关研究成果基础上，通过对我国民俗旅游资源的特点与开发利用价值进行分析总结，并以湘西凤凰古城民俗旅游资源的开发作为分析实例，进一步分析我国民俗文化旅游的开发现状，提出我国民俗旅游在开发过程中存在的一系列问题，阐述在开发和利用民俗旅游资源的过程中应遵循的原则并提出解决策略，为我国民俗旅游的开发与利用提供一些参考意见与建议。

本文突破国内外研究者以小规模社区为研究对象的常用手法，以中国的整体事实为研究对象，根据中国的整体实际情况，分析中国民俗文化旅游资源的特点、开发利用价值，结合实际案例，总结出中国民俗文化旅游的发展现状与出现的问题，最后提出我国开发民俗旅游资源应凸显民俗文化内涵、保持民俗事项自身演化规律、力求真实性和强调参与性四大原则，并且应形成综合开发规划和尊重民俗文化，谋求旅游开发与民俗发展的和谐并存，坚持可持续发展的方向。正是因为本文以中国的整体情况作为研究对象，因此，阐述的问题和所提出来的策略具有一定的参考价值，这也是本文的意义所在。
