【摘要】根据“反规划”理念，通过先确定不建设岸线的思路对扬州市长江岸线资源的利用进行规划。不建设的岸线包括条件欠成熟的岸线和不能建设的岸线，条件欠成熟的岸线指水深条件或稳定性条件差的岸段；不能建设的岸线指承担特殊功能的岸段，包括取水口上下游岸段、岸线节点、有大面积湿地的岸段、城市主城区和旅游景观所在的岸段。根据规划，扬州市不建设的岸线总长39km，占岸线资源总长的48.1%，主要分布着在：沙河口—瓜洲汽渡段、扬镇西交界处—扬镇东交界处、仪征青山镇小河口－潘家河口下游300米、仪征沙墩子—瓜洲汽渡段、跃进闸-夹江下游1公里、苏北油库-仪征沙墩子段、胥浦河口-仪征滨江公园下游段、瓜洲汽渡-叶庄段。
